  • Basic Application Requirements

    1.Personnel qualifications: at least one business manager with a technical secondary school degree or above in agronomy, plant protection, pesticides or a related major, or who has completed 56 hours of professional training.

    2.Premises:

    ·Business premises of at least 30 m² and storage premises of at least 50 m², effectively isolated from other commodities, living areas and water sources.

    ·Equipped with ventilation, fire protection and safety facilities as well as traceable electronic information code scanning equipment.

    3.Management systems: systems for incoming goods inspection, ledger recording, safety protection and warehouse management must be established.

  • Special Requirements (Restricted-Use Pesticides)

    ·An additional professional technician with at least 2 years of relevant work experience is required.

    ·A clearly marked dedicated sales counter with supporting safety facilities must be set up.

    ·Restricted-use pesticides must not be sold via the internet.

  • License Administration

    ·Validity: 5 years; renewal must be applied for 90 days before expiry.

    ·Changes and branches: changes to the items stated on the license require a change application; branch offices must be filed but are exempt from obtaining a new license.

The Administrative Measures for Hazardous Chemical Business Licenses were adopted at the executive meeting of the State Administration of Work Safety on May 21, 2012, are hereby promulgated, and shall come into force on September 1, 2012. The Administrative Measures for Hazardous Chemical Business Licenses promulgated by the former State Economic and Trade Commission on October 8, 2002 are repealed simultaneously.

Rules on Warehouse Fire Safety Management

Article 1: These Rules are formulated in accordance with the Fire Protection Regulations of the People's Republic of China and their implementation rules, in order to strengthen fire safety management in warehouses and protect warehouses from fire hazards.
