Article 1: These Rules are formulated in accordance with the Fire Protection Regulations of the People's Republic of China and their implementation rules, in order to strengthen fire safety management in warehouses and protect warehouses from fire hazards.
Article 2: Warehouse fire safety must implement the policy of "prevention first, combining prevention with firefighting," and apply the principle that the person in charge bears responsibility. Warehouse fire safety is the responsibility of the entity itself and its competent authorities at higher levels.
Article 3: These Rules shall be supervised by the fire supervision agencies of public security organs at or above the county level.
Article 4: These Rules apply to all types of warehouses, storage yards and freight yards operated by the state, collectives and individuals for the storage of goods. Warehouses storing military supplies such as gunpowder, explosives and pyrotechnic articles shall be governed by relevant state regulations.
